“Education and training systems are not currently fulfilling their potential, and it is for this reason that they have increasingly come under pressure from policy-makers and the wider public, as well as other stakeholders, to improve their outputs... In order for education and training to realize its potential, it would be helpful for the education sector to learn some valuable lessons from other policy domains, which are more successful in using research and other evidence to improve their practices.”
